Job Description :

The Impact Small and Medium Enterprise (iSME) Development project in Kenya is funded by Oxfam Novib (Netherlands), with support from the OvO Fund (donations from Dutch SMEs) and the Dutch Postcode Lottery (NPL).

The core objective is to provide Business Development Services (BDS) to small businesses in Kenya to help them grow, access finance, and increase their social impact—especially for women and youth.

Key Interventions

  • Business support for 75–100 impact SMEs through training and mentorship
  • Access to finance via tailored investment readiness support
  • A supportive ecosystem through network strengthening and advocacy
  • In 2025–2026, the project will support 5 enterprises from an existing pool of 260 applications, and additionally 2 enterprises selected through a Superstar Competition.

Overview of the Work

  • Oxfam in Kenya seeks a BDS service provider to work with:
  • 5 enterprises in Year 4
  • 2 Superstar Competition winners

Scope of Work

  • Under the supervision of the Project Manager, the BDS provider will:
  • Conduct a needs assessment for 5 pre-selected enterprises
  • Develop training modules for 10 participants (2 per enterprise)
  • Provide 3 weeks of tailored, one-on-one support per enterprise

Support the Superstar Competition:

  • Shortlist applicants
  • Facilitate pitching
  • Provide tailored support to 2 winners
  • Draft case studies
  • Facilitate an investment readiness talk with impact investors
  • Help identify co-funding partners

Deliverables

  • Needs assessment
  • Training agenda and materials
  • Tailored support plans
  • Case studies for competition winners
  • Map of potential partners

Final report

Tax and VAT Arrangements
A 5% withholding tax will be deducted from consultancy fees and remitted to the Government of Kenya. A tax submission certificate will be available upon request.

Remuneration
Payment terms will be discussed with the selected provider in line with Oxfam’s policies. The 5% withholding tax is applicable.

Qualifications of the Consultant

  • Bachelor’s in Business, Economics, or related field
  • 5–10 years working with MSMEs; 3+ years in BDS support
  • Experience in financial inclusion, development, and market access
  • Communication, analysis, and strategic skills
  • Proven record managing competitions for MSMEs
  • Must be based in Kenya
  • Commitment to Oxfam's safeguarding and ethical policies
