Job Summary
The County Government of Homa Bay invites applications from qualified and committed professionals for the position of Secretary/CEO of the County Public Service Board. The holder of this position will serve as the accounting officer and principal administrator of the Board, reporting to the Chairperson and ensuring operational efficiency, ethical governance, and compliance with public service standards.
Duties & Responsibilities
- Prepare and circulate Board meeting agendas and minutes
- Develop the Board’s annual work plan in consultation with the Chairperson
- Convey decisions of the Board to relevant stakeholders
- Guide the Secretariat on ethics, governance, and compliance
- Submit regular reports to the County Assembly on Board functions
- Promote public service values and principles in the County Government
- Monitor compliance with Articles 10 and 232 of the Constitution in county service
- Serve as the Board’s Accounting Officer in accordance with Section 149(1) of the PFM Act, 2012
- Perform other duties as assigned by the Chairperson
Requirements for Appointment
- Kenyan citizenship
- Bachelor’s Degree from a recognized institution (Master’s degree is an added advantage)
- Certified Public Secretary (CPS) in good professional standing
- At least 7 years of professional experience, 5 of which should be in administration or management
- Knowledge in financial management is an added advantage
- Demonstrated integrity and compliance with Chapter Six of the Constitution
- In-depth understanding of National and County Government development goals
- Knowledge of the legislative and structural frameworks of public service
- Ability to work under pressure and meet strict timelines
